What it is
Dead by Daylight players test new killer means first-look matches of The Judgment, the Chapter 41 killer from Chorus of Sin. People are not dumping random chase clips. They are filming the new kit: hold power to steer a column of Divine Light across the map, cast it so it damages and applies Heresy, then send a downed Heretic to Exile instead of a meat hook. Chorus of Sin is Behaviour's first community-created Grimoire chapter. The Judgment is a celestial punisher with crab-like legs and screaming faces carved into them, voiced by Elsie Lovelock. Power name is Will of the Gods. Movement sits at 110 percent, same slow bucket as Huntress, so the beam is the whole identity. Official wiki and the 10.1.0 notes spell it out: longer control shortens the cast delay and stretches how long the lethal column stays up. Miss by half a meter and you still get Killer Instinct for two seconds. Hit, and the Survivor is a Heretic. Good generator skill checks start eating progress.
